The Ministry of Education intensifies efforts to rectify and regulate competition activities in primary and secondary schools.

The task of preventing and controlling myopia among adolescents is arduous and of great significance, and time is of the essence. Education departments at all levels in Shandong Province and a large number of educators will earnestly implement the important instructions of General Secretary Xi Jinping, focusing on the following key areas of work. First, integrate the prevention and control of adolescent myopia into a legal framework and promote the comprehensive implementation of myopia prevention measures in accordance with the law. The "Shandong Province Student Physical Health Promotion Regulations" will be promulgated and implemented in mid-month. The regulations stipulate that schools must offer physical education courses in accordance with national and provincial regulations and must not reduce or encroach upon physical education class hours; they must organize extracurricular physical activities, ensuring that students have at least one hour of physical activity on campus every day; primary and secondary schools must fully implement a large break physical activity system, arranging no less than 30 minutes of large break physical activities every morning. Schools that reduce or encroach upon physical education class hours and fail to ensure the required physical activity time for students will face legal penalties for the main responsible persons and those directly accountable. The promulgation of these regulations will provide important legal support for strengthening the prevention and control of myopia among children and adolescents in our province. Second, improve visual health records and a three-level early warning monitoring system to enhance the quality of myopia prevention and control work. Led by the Provincial Department of Education and the Provincial Health and Family Planning Commission, various levels of adolescent vision impairment prevention and treatment centers will utilize a life-cycle eye health three-level early warning monitoring system to comprehensively conduct vision tests for students and establish visual health records for adolescents; regularly track and monitor students' visual health status and manage them in tiers, providing early warnings for students at high risk of myopia, achieving a comprehensive intervention model of "treating false cases, preventing true cases, and controlling progression." Third, utilize internet and cloud platform technologies to establish a life-cycle eye health data platform for adolescents in Shandong Province, improving the informatization and scientific level of myopia prevention and control work. The Provincial Department of Education, the Provincial Health and Family Planning Commission's health examination center, and various maternal and child health care hospitals, along with the Provincial Adolescent Vision Impairment Prevention and Treatment Center, will achieve data interconnectivity, allowing for real-time storage, monitoring, and analysis of students' vision examination data, and providing early warnings for high-risk groups for myopia.

Recently, the General Office of the Ministry of Education issued the "Management Measures for National Competitions for Primary and Secondary School Students (Trial)" (Jiao Ji Ting [2018] No. 9), which provides specific regulations for competition activities for primary and secondary school students. The head of the Department of Basic Education of the Ministry of Education answered reporters' questions on related issues.

In recent years, some social organizations and enterprises have conducted various levels and types of competition activities for primary and secondary school students. Due to the lack of norms and management, issues such as irregular activities, profit-seeking, and exam-oriented tendencies have become prominent, causing excessive extracurricular burdens on primary and secondary school students and seriously affecting the normal educational order of primary and secondary schools. In response to this issue, the Ministry of Education researched and formulated the "Announcement on Regulating the Management of Competitions and Related Activities in the Field of Basic Education" and publicly released it to society. After the announcement was issued, the Ministry of Education and local education administrative departments strengthened the cleanup and rectification of competition activities for primary and secondary school students, investigating a number of irregular competition activities.

The Ministry of Education has made clear regulations on the acceptance, research, organization, and daily supervision of competition activities by issuing the "Measures". Education departments in various provinces (regions, municipalities) should refer to the "Measures" to formulate management measures for competition activities for primary and secondary school students in their regions, effectively strengthening the standardized management of various competition activities for primary and secondary school students, and creating a good environment for their healthy growth and comprehensive development.

The "Measures" provide very detailed and specific regulations on the organizing entities applying to hold competitions, the basis for application, the specific identification process for national competitions, the responsible entities for activities, and the relevant materials that need to be submitted. At the same time, the "Measures" also clearly regulate specific competition behaviors, effectively rectifying some chaotic phenomena in competitions. National recognition, naming, and forum activities in the field of basic education should be managed in accordance with the "Measures".

The "Measures" establish and improve a comprehensive supervision and management mechanism for national competition activities aimed at primary and secondary school students. First, a list management system is implemented; any so-called national competition activities for primary and secondary school students that are not published on the official website of the education department and formally issued to local education administrative departments are considered non-compliant. Second, local education departments and schools are held accountable; local education administrative departments at all levels, primary and secondary schools, and educational institutions are not allowed to organize or undertake competition activities labeled with terms such as "national", "state", or "Greater China" aimed at primary and secondary school students. Third, social supervision is widely accepted; the Ministry of Education has set up a dedicated reporting and complaint hotline, and serious actions will be taken against any irregular activities, which will be announced to the public.

When asked about how to ensure the continuity of competition activities, given that all competition activities have been suspended according to the Ministry of Education's announcement in February this year, the head of the Department of Basic Education of the Ministry of Education stated that this year is the first year of implementing the "Measures". The Ministry of Education decided to entrust the China Education Association to accept the first application for national competition activities aimed at primary and secondary school students in September 2018, with centralized verification and research in October, and the Ministry of Education will conduct centralized research and decision-making in November. Relevant application units can log on to the official website of the China Education Association to apply according to the notification requirements. Starting from 2019, applications will be accepted centrally every March in accordance with the provisions of the "Measures".
